Pennsylvania Executive Order
People First Language
Whereas, the Americans with
Disabilities Act of 1990 is designed to empower people with disabilities to lead
independent and productive lives and to participate fully in the lives of their
communities; and:
Whereas, Pennsylvania cannot be a
commonwealth to all of it's people until all of the people enjoy the opportunity
to participate fully in society; and:
Whereas, this administration,
consistent with its abiding commitment to the equal rights of all Pennsylvania
citizens, seeks to forge a role for Pennsylvania as a model state in
implementing the Americans With Disabilities Act.
Now, Therefore,
I, Robert P. Casey, Governor of the Commonwealth of Pennsylvania,
do hereby order and direct as follows:
- No Commonwealth agency, board, or commission under the
Governor's jurisdiction shall discriminate against any individual with a
disability. Individuals with disabilities shall be treated with respect and
dignity and be provided meaningful access to Commonwealth services,
programs, activities, and employment opportunities.
- All Commonwealth agencies, boards or commissions under
the Governor's jurisdiction shall use "People First" language when referring
to individuals with disabilities....Agencies' publications are to recognize
that individuals with disabilities are people first, with all the rights,
aspirations, and talents possessed by all of us, with their disabilities
treated as a significant but secondary factor...."
